An essential one-day event for Principals, Senior Managers, Governors and Clerks to College Corporations.

Overview
1st of April changes will make the framework of accountability and responsibility even more complex. The introduction of new lines of responsibility for funding adds to this complexity and will bring to the fore issues for governors, clerks and managers in exercising proper control, monitoring and management of the stewardship of funds from an increasing diverse number of sources.

This seminar will take a broad view of the framework for accountability, and will introduce delegates to possible scenarios and issues that will concern senior staff and governors and their role in corporate responsibility and personal accountability
• Explanation of current practice and thinking on changes to the regulatory environment and controls for the use of funds
• A review of the ‘cascade of accountability’ for funding from Government to colleges
• Discussion on the roles of the Corporation and the Principal as Chief Accounting Officer, and the different and mutual responsibilities for the use, control and monitoring of funds
• Case Study: Issues of accountability in practice
• The roles of the Corporation, Audit and Finance committees
• The Clerk’s role in understanding and guiding governors through the complexities of the audit code of practice, financial memorandum, and their underlying principles

Speakers 

David Coates
Clerk and Governance Consultant
David is a practising clerk and has been involved in many policy matters at national level over the 15 years he has been in FE. He has been a sector recognised trainer for many years and is also a teacher.

Jim Aleander
Consultant to Learning and Skills sector and Former Principal
Jim is a former Principal, with experience of working both inside colleges and more recently with the LSC, where he has worked on strategic reviews and reorganisations of provision, including mergers. Jim has been involved in the development of national FE policy, including contributions to the Framework for Excellence. He is a governor of a specialist residential college.
